Neither.
Counter-intuitive as it may seem, there is NO higher Masonic degree than the Third, or Master Mason, degree.
Both the York and Scottish Rites are called "appendant" bodies in Freemasonry; they are separate from, and related to, Grand Lodges in each state and the District of Columbia, but are governed by their own hierarchies. A man must be a Master Mason in good standing to join either Rite.
The Scottish Rite (which is virtually unrelated to anything Scottish) confers degrees numbered from 4 through 32. The 33rd Degree is a specific honor within the Scottish Rite, and does not grant any more "power" to its recipient than does the Master Mason degree.
The Knight Templar degree is the third, or final, degree conferred in the Commandery, one of three bodies within the York Rite, and also does not grant specific "power" to its recipient.
The Commandery degrees are specifically Christian, while the other York Rite bodies and the Scottish Rite are open to any Master Mason who professes belief in Deity, however he defines it.
A man joins the Scottish and York Rites not to gain power, but to gain more understanding of Freemasonry, and to enrich his own philosophy of life.
Sorry, conspiract theorists! That's the way it is!
I am BOTH a 33rd degree Scottish Rite Mason AND a Knight Templar.
