Does the developer have a legal bais or do we?

We live in Liberty, Utah. Neighbor sold his property adjacent to ours. Developer had all surveyed. One of the Survey points was different that we had thought. We had placed a fence where we were told was our property line. We had our property surveyed by the same survey company. The survey point is the same as the developer's. We would like to move the fence to the current survey. The developer only poured curb and gutter to that point. Does the developer have any legal basis to say the fence has been there and that is where the survey really is located?
