If we live in a secured blg and the landlords refuse to fix the phone system properly is there anything we can do about it?

The entrance way phone is broken and doesn't work properly and they refuse to fix it properly. We have to come down to see who is in the lobby because the party can't announce themselves now with a broken phone..
