I'm not sure how the landlord is harassing you, but if he is asking you to pay rent and your not paying. The landlord that is giving you a lot of chances to pay is trying to work with you, you should talk to your landlord about some kind of agreement and not just try to put it off. Remember he can take steps to evict you instead of just keep asking for rent.

There are no rights to anyone harrassing anyone. It is illegal.
However, as it was pointed about by Averyjea, if the landlord is asking you to pay your rent, that is not harrassment. If the landlord is threatening you, turning off your utilities, or doing things to you at an unreasonable hour, that is harrassment.

If a landlord enters your apartment when your not home and with out your knowledge, is that right. When you ask for an exterminator, and he tells you there is nothing he can do, because the whole block has roaches, and you can get rid of them is that right

If the landlord says you can steam clean the rugs and you do, and the odor that comes out of them is so bad, that they have to be taken up, and then he tells me that I have to replace the rugs, yet he knew I was cleaning them, and this happen, so now he wants me to repalce then is that right. My oven didnt work, he cam in, and jiggled the part inside and lit it, and left. the next time I went to use it, it didnt work. Is that legal. Someone please guide me on what to do

What you need to do is keep a diary of all these things. You should write down the date, time, and details about every conversation you have with your landlord. You may need it if you ever break your lease or don't get back a security deposit that you should be receiving.

Depending on where you live, if the conditions in your home cause health or safety problems, you can also contact your local health department and ask the city or county health inspector to do a report on those things. When that happens, the property owner usually has a certain number of days to fix the problems they find and if they're not fixed, the property owner starts owing fines to the city or county.
