Can tenenet be fined/evicted for feeding stray cat?

A cat appeared at my daughters apartment at college about 2 weeks ago. The cat was starving (very underweight) full of worms, and stayed outside the door crying for two days. She bought food and fed him, wormed him, and called all shelters. (no kill) they referred her to the pound who told her they would take him but he would be put down immediately. They were already overfull. She asked if she could bring him to my farm if he was still there at Thanksgiving break. We live 5 1/2 apart.

The maintenance guy came into the apartment to spray for cockroaches for the second time in two weeks and saw a cat food dish, no cat, & took a picture. After it was given to the manager she served my daughter with a fine for $450.00 and told her she had 24 hours to pay it or be evicted.

My daughter went to the legal office on campus and they suggested she offer 100.00 to settle it. They refused. The cat was gone and had done zero damage to anything in or around the apartment. They have now advised her if the $450.00 is not paid she will be evicted. They threatened she will never be allowed to rent again.

If she signed a lease that stated that cats/animals were not allowed, the landlord could argue that she broke the terms of the lease.
