What are my rights in this situation?

Myself, husband, and mother moved into a townhome the beginning of April 2008. It seemed like a nice place to live until we actually stayed around for a while. There is loud music daily from homes and/or cars, loud talking, partying, and We know for a fact that one of our neighbors is prostituting and their is drug dealing with the house behind our townhomes. We signed a years lease. Unfortunately these issues have been addressed to the landlord and she says some of the things are out of her hands. Also, my mother decided to move back to Indiana leaving my husband paying all the bills. I cannot work at this time due to me going through a lawyer for disability because of health reasons. Aren't there extenuating circumstances which I can move? Help!
