Club car ser#AA0128-034149

When I try to charger the battery the amps start at 20 and it will charge it to 8 amps but willn't fully charge the battery. If I leave it on for hours it willn't drop any lower. The charger is putting out 56.5 volts to the battery. The battery is full of water and the connection is clean. Can someone help me?
