Powder density ?: BULLSEYE POWDER

I am using a Lee automatic powder dispenser for a .38 special. Am using 4.3 grain load. The scale shows I need more powder, I'm assuming the density is the problem ? Should I keep the lighter load or add powder (which would be a pain). I fear the bullet being stuck in the barrel of the gun ? I would appreciate your comments and any helpful suggestions. (Winchester primers being used).
