I think he should as it seems like it's the least he could do to help. If he hasn't paid support enough this is one way he can make up for it.

Don't count on it. If you Dad has not shown any compasion for you or love enough to keep in contact in the past, it is not likely that he will do anything.
As far as being mad--,you have all the right to be hurt, but staying mad is not the answer. You can forgive him, but the hurt will still be there. If he is having a change of heart after all this time, accept it. He should ask for forgiveness. and try to help out, but again don't count on it.
