First you should attempt to meet the basic needs based on their age -- are they hungry-do they need a bottle/food? Do they need a diaper change? Are they teething-give them a cold, teething toy or rub some Baby Orajel on their gums? Did they hurt/scare themselves-do they need medical attention or just a comforting hug? If none of this seems to work, sometimes they might just need a change of scenery--take them to a different room of the house, or outside (weather permitting). It could even be that they are overstimulated--turn off the television, take away the noisy toys, put them in a crib/playpen/bedroom alone with some books or soft music and one stuffed animal/blankie. If you don't mind disclosing the age of the child, it might yield you some more age-appropriate responses in addition to what I've mentioned.
