Look into Family Law in your state. A parenting agreement must be filed within the courts to establish visitation, otherwise, visitation does not have to be awarded to the other parent. However, it wouldn't look good for the parent denying visitation if it does go to court.
Child support is usually set up at the same time the parenting agreement is established. A mediator can be used to help the mother and father agree on possible disagreements on determining a suitable parenting plan.
