Oh yes, it sure can be considered foreplay, if it's done for someone you intend to do more with later. It can be like a stripper giving you a lap dance, but with your boyfriend/girlfriend/wife/husband/whoever, it can progress to the next step.

If you do it just to be a tease, usually it isn't considered foreplay unless you intend to be with later, after the dance/party.

It really helps with music in the background, and honestly should be done in private, unless you want to make it obvious why you two are leaving the area to go somewhere else more private.

Yes if its with someone you dont know, but if it's with your boyfriend then then it's just getting sexy with him, most men like that if he is your man, but you dont know him then he is thinking something else of you. and you really dont want people thinking of you like that.
