The embryo of an unborn child follows the female template, meaning that all unfertilized eggs are prepared to grow into female babies. Gender is determined by the chromosome received from the sperm, X for female and Y for male. When the Y chromosome penetrates the egg, it triggers all of the male changes that need to take place. The tissue pattern for nipples has begun before the Y chromosome enters, leaving men with them as well.

So, then I have to ask......why don't they continue to grow as boobs?

Because another X chromosome is required for them to continue to grow as breasts, and that would make the embryo a female. The Y chromosome halts this growth.
