Sound Level Measurement

What is the effect of ambient noise levels, as measured in decibels, on the accurate measurement of noise coming from a small DC electric motor? Example: the motor is rated at 52 dB max noise but the ambient noise level is 45 dB. Can an accurate reading be made with a handheld dB device? If the ambient levels are varying below the motor rating does that impact the accuracy of the reading?
