Some of the best ghost videos are at court houses, on surveillance cameras. I once saw a ghost cat. It was a shadow cat, it darted though a wall, and we saw it go across the street, and disappear. It was interesting, because me and my friend both saw it at the same time. It was as if we startled it, and we heard the shuffling, as it darted away. It was a startled shuffle, as its feet were moving so fast, it for a moment did not move, like a living thing. It was interesting, indeed, as it startled the both, of us at the same time. Here is a link to shadows spirits, at a court house, there are better clarity ones, however this one would be a really good case, as the only ones in the court house at the time were security, and a surveillance camera that is on all the time, caught it early in the morning.
