Unfortunately, your husband's last wishes are not legally binding on anybody or any agency. Germany has environmental and health laws that restrict what can be done with remains, including ashes. If you desire to have your husband's ashes buried in a German cemetary, you should contact the German consulate nearest you for information on the possibility of doing that. You will find it can be quite expensive.
