How do I write a letter, supporting a person to be ordained into a church

I would write it just like a letter of recommendation. Here are many samples depending a lot on your relationship to this person. They will have to be tweaked obviously for your situation, but these make a great starting point!

Challenge the person who wants you to write the letter to prepare one for your signature. Only sign it though, if it is correct and honest.

Pray and ask your higher power to give you what to write. If you have ask, I really do not thank that you are ready or should be the one that is writing the letter. Are you a minister or are you ordained? Usually these things comes for God. But when you know that you know, that you know it will usually work itself out.
