Is there a statue in place in the state of Tennessee that allows for the nonpayment of child support to be considered a felony?

My child's father is not paying his court ordered child support. To date, he is over $50,000 behind. He has no intention of paying the support because he doesn't reside in Tennessee. He lives in Mississippi. Mississippi will not arrest him because the warrant is only active in Tennessee. I was informed by the police department in Mississippi that they will only arrest him if the warrant was a felony warrant instead of a misdemeanor warrant. My child's father owns business that he does not get in his name. He also has bought a $500,000 house that was financed in his brother's name. Mind you, his brother earns less than $30,000 a year. My child's father does not file any taxes either. What can I do? Is there any way that this misdemeanor charge can become a felony?
