Why do Long. and Lat sometimes have different amount of numbers?

When looking up Longitude and Latitude for Gouin Resivore in Canada the Latitude shows a number of 4 2 11 1. how do I interprete this? I want to put it into my handheld GPS but it does not udnerstand the number, (Neither do I!). Sometimes the same thing happens for Longitude too. I wa expecitn somthing like 465293
