Was your contractor paid directly from you (cash or check) or through a bank or title company?

A 1099 is basically a tax form that says you paid him x amount of dollars in 2007.

because i'm sure you paid him more then $600, he will get one, and you will have to send one to the IRS as well.

If you paid him directly to do this, then you must send both parties one.

Unless you hired him through another company or something, in which case they would be doing it.

A 1099 is a tax form that shows him how much he was paid by you to build your house. it depends on how he has his biz set up, either you are the client and he is working for you, in which case he doesn't need a 1099, or else you are hire him to work like he is your employee of sorts, in which case it is a 1099 case wher eyou have to report how much you paid him.

i'd tend to think it is the first case i mentioned
