TAX INCOME

IF MY INCOME AS A INDEPENDENT CONTRACTOR WAS LESS THAN $4000, DO I HAVE TO REPORT IT TO IRS?

Depends, is this your only job. if it is your only job then no. if you have another job where you made about $5,000 or more last year then you would have to report it. because it is based off your total income for the year.

You need to report your total gross income both as an employee and independent contractor to the IRS. Doesn't matter if the independent contractor stuff was relatively small if the fully employed stuff puts you over the minimum.
