Being laid off- Can I put my 401k in my spouse's name with insurance company without drawing anything out and enroll that 401k with my spouse's place of employment

No-- it cannot be rolled into someone else's retirement plan. You can however roll it into an IRA at any bank or financial advisor. You wife has rights concerning a 401(k) but it is not a joint account in any way..
it can only be paid to your or another qualified plan For Benefit of You...
