California tax question, grandmother receiving a VA pension with custody of grandson which is receiving benefits from the state of california, all unearned income, am I able to file taxes?

I had my lung removed Feb. 2007, I also have custody of my 6 yr old grandson, while waiting for my social security disability to come thru, the VA is paying me $910.00 per month until social security disability comes thru, my grandson receives a check from the State of California every month, since this is all unearned income with no W2...can I still file taxes, am I eligable for child tax credit? I am 55 yrs old.
