Can I gift inherited money from a CRT that has been dissolved to family to avoid being taxed soo much

I live in Utah, and I have a charitable remainder trust that has just been dissolved. Is it possible to gift some of it out to family that needs help before taxes and if so does this help to not get taxed soo much? Also does the gift reciever have to pay taxes on it. I was told you can gift up to 11,000 tax free is this true?
