Conversion to Roth from IRA

I'm considering converting some of my IRA funds over to a Roth IRA this year. I'm 62, semi-retired and won't have significant income this year. Would it be beneficial to pay tax now at a fairly low rate to benefit from a potential run-up over the next 5 years of these funds? I realize that I must wait 5 years to withdraw without penalty. I will not be withdrawing funds from my IRA to live on for about 2 years.

The other choice could be to withdraw some of the IRA funds to invest in the market, paying tax on the withdrawal, and the future gains.
