Is is legal to claim granchild as qualifying relative on taxes?

I have a 22yr old disabled daughter who lives on her own,she recieves SSI for herself.I am her SSI payee,making sure her rent etc.gets paid.She has a 2 yr old daughter,and she directly recieves a small check each month from welfare for her.She is ineligible to file taxes,since none of it is taxable income.I help put food in the house,and buy clothes etc for baby.The father,who doesnt live with them, isnt filing taxes this year(I dont think he worked,and his parents supported him)suggested that me and my husband claim our granddaughter since we do so much to help out.In doing research,I found that I may be able to claim my granddaughter as a qualifying relative that doesnt live in my household.However,someone told me that I would be in trouble since my daughter gets SSI(for herself only,and I wouldn't claim her)and state welfare(on behalf of baby).Can someone please clarify...
