Determining a qualifying child for child tax credit

Why in Step 1 on page 15 of form 1040 instructions does it say a child under age 24 and a student is qualified, (and yes he was a full time student) but then in Step 3 it says because he's not under age 17 I'm disqualified for the child tax credit?
