Double taxing

I think the state of oregon is double taxing me.
I have to claim any refunds as income the following year.

I know, it seems like that, but it is the same in every state. Here's how it works; You earn the money, thay take there cut in taxes, at the end of the year you get a portion of those taxes paid back to you, NOW you are receiveing the money you earned, so now they tax it as income. My mother (a tax attorney) likes to call it "Congressional Math" in other words, it isn't fair.
