Are Owner Operator's required to take tax deductions from a drivers pay ?

Is it a requirement for an Owner Operator weather leased to a company or not, to take taxes out of the pay paid to the driver of the truck ?
Most cases I have been in they try to pay you as contract labor and not take out taxes.
Is this legal ? Or should they deduct taxes from your pay and send it in to the I.R.S. ?

If you are contract, driver you pay your own taxes, and this is legal , you pay the irs, and all taxes,
