Small business

I co-own a small real estate investment business with my partner. Although we have put in thousands of dollars we have yet to receive one penny in revenue. We purchased and rehabbed houses in Michgan. The houses were not rented in 2007. Do we have to file a tax return? If so what forms do we need?
