Tax filing for the elderly

My mother is 86 years old, widowed, and lives on social security. She has a $20,000 CD, but I don't know how much interest she receives. No other investments. Does she need to file Federal and California tax returns. Also, will she be eligible for the $600 tax rebate, and if so, will she need to file a tax return to receive it.

http://www.irs.gov/pub/irs-pdf/p17.pdf for filing guidelines. She probably does have to file but not pay much, if any, in taxes.
