I'm a senior citizen who has not rec'd the bush tax rebate. What do I need to do?

My grandmother is 87yrs old and has never recieved a senior tax freeze here in indiana. Does one exsit. She lives in porter county. She is barelt getting by with all her medicine and i am trying to get her help....

If a senior citizen does not file a tax return will they get the rebate or do they need to file a tax return to get the rebate? I manage a HUD housing and want to be able to answer their questions.
