Mileage Rate reimbursement for rental car use

I cannot find the IRS reference which allows or does not allow reimbursement of expenses based on IRS mileage rate for a rented car, (for business purposes), versus reimbursement only for the actual cost of the rental car and gas/oil, etc.

Does the IRS allow an employee to charge expenses based on mileage driven? Or, are only the actual costs of the rental and fuel allowed?

Is this an IRS or an employer issue?
