My hasband owes in back child support will we still get the 2008 tax stimulus refund?

If you owe money, then the stimulus plan will be treated as any other tax refund. That means that part or all of your refund could be used to pay past-due federal or state income taxes OR non tax debt like student loans and child support.

if you owe the IRS or anyone money that your tax refund would normally go pay, this is and will be treated the same way

It all depends on how far back he owes in child support. But the state can take his refund for the amount he is in errors,if its less then the check then they will send you the difference. They don't usally take the checks unless your really back in errors it all depends on the state. You can get on line and find out the status of the refund and at least find out if they mailed it if they did and you never recieved it then you will know for sure. Just get on line under taxes and they have a short form for you to fill out from your 2007 taxes and then they will tell you if the check has been mailed.
