Can the tax adminastration do this to me ?

I owe personal property taxes in northern virginia for my past cars that i have had starting back in 2003 and as of now i owe 575 i was told today by them that they can start garnishing my wages and or take my car i have now which i finance . is this true i dont have to apppear before a judge ir order for them to do this ?
