If a person is 75 yrs. old and disabled since 1996 are they exempt from property taxes

This person has been paying taxes on her property every yr. and she is disabled on ssi and 75

Not necessarily. Some counties make assistance available for senior citizens; some have an exemption program, some discount the taxes for lower incomes. You would have to contact the county to find out what programs they have available.
