Tax deductions for waitstaff

I work as a server at a privately owned supper club. We write up a (tip-slip) at the end of the month and staple it to our time-cards so payroll knows how many tips have been earned that month. In MN, servers have to claim a minimum of 8% of tips earned. Our hourly wage is about 6 dollars an hour. I put in 60 hours in one month but my paycheck was only 24.00$. I know that our tips count as a part of our taxable income, but the amount taken out by the owners does not seem right. Can you please help me on this?
