When is it not necessary to file a return

I am retired, and have no income outside the social security payment.
I do have a savings and a IRA account. I used to do temp work but can no longer do so which I reported when I worked.

If you had no earned income including interest, gambling winnings, etc.. than you do not need to file taxes.
