Social Security only income

My Mom lives with me and her only source of income is her social security check (approximately 1000.00 per month). I tried to claim her on my taxes last year as I am the one she lives with, I buy the groceries and pay all utilities, taxes and insurance. The car she drives is a car that I bought for her. I was told that I couldn't claim her. Again, she has NO other income. Is social security considered income since she doesn't pay taxes on it? Why would I not be able to claim her since I support her almost 100%. H & R Block told me that I could not claim her. Does anyone have any idea as to why I am not able to claim her as a "qualifying relative". She does meet the criteria for qualifying relative. The only thing I could come up with is that her social security is to high...could that be it? Again she has no other income of any kind.

Social security isn't included in her gross income calculation, I don't know why they would tell you that. It sounds like you provide for more than half of her support.
