State and Federal Tax Refund Intercepted due to School Loan

My state and federal tax refund has been intercepted due to a defaulted school loan of $12,083. I am currently in arrears $2,000. I have arranged a payment plan with the collection agency of $150 per month, taken from my checking account. My refund was for over $7,000 dollars and it was all withheld. Can appeal this decision?? I only want what I am in arrears taken from my refund?? What can I do to get a portion of my refund back? How long is the process??

So you only owed $2000 left on that defaulted school loan and they took all $7,000 of your refund?

No 2,000 in arrears (interest, payments). I still owe about 12,000 on the loan.
