It is paid in the state where the money was earned. Are you a NY / NJ person?

If you work in NYC, you have to pay NY state tax and a NYC tax (new york city tax) and you do not have to pay taxes for the state of NJ.

If both state taxes were withheld for some reason, you will get a credit for the other taxes paid.

where do you live and where do you work, let me see if any special rules apply to your situation.
