Stay at home mom

I heard about the new tax credit for stay at home parents, my question is if am a stay home mom but also a full time student online will I be eligible for ths credit? Also my husband and I are filing married jointly, but I have not worked, with all the above in effect can he claim me as an exemptment, and how does that work and how will effect are refund if their is one?
