Does an employer have to pull Federal taxes?

Looking over my husbands W-2, we both realized his employer did not pull any taxes on his wages, but did the year before, after doing a basic form to see if this was going to hurt us this year we found out that it most definately did, I thought they had to pull Federal taxes am I mistaken?
