W-4 or W-9?

We own a Beauty Salon. All of the persons working there rent a booth from us. We supply all the merchandise and they get a commission on sales. We provide the credit card machine and reimburse them minus a small charge for using the system. Do we have them fill out a W-4 or do we keep a W-9 on file and issue 1099 at the end of the year?

I think that the commission sales that they make would mean you have to send them a 1099 (assuming they made over $600 in 1099 stuff). SO that means that they should fill out a w-9 since that is for contract type labor.

maybe someone else will chime in on this too.
