That's because its registrey key that points to opening the program was not deleted when you uninstalled the program, so it keeps trying to run it but can't. Some programs, like Windows Messanger are part of your operating system, and will do this to you if not uninstalled properly. Never just delete files, always use the add/remove programs wizard in your control panel. Try running a clean up utility like CCleaner http://www.ccleaner.com/

Sometimes you can install the program again. Then, uninstall it from the add/remove programs in Windows. This works for some programs, not others. All depends how that program installed itself in the first place. In worst case situations it won't even let you install it again.

In any case, if the program is deleted on your computer - it's mostly gone. It'll keep some registry keys, but usually not a big deal since the program is not there. It's annoying to still have it in the add/remove programs menu.
