The only real way is to log into the old email and send an email to all of your contacts and list your new address
If you changed email addresses to something like Gmail, your contacts could be transferred to your new email address. Then, its as simple as starting up a new email, and choosing to send to all of your contacts at once. You just have to click on the Contacts link, then above all of your contact names, click on All. To the right of that, you should see how many contacts were selected, then click on the word Email right below that.
If you switched to Hotmail, I first have to ask why, and it isn't as easy as Gmail, as they try to make it very hard for you to use anything that isn't MSN/Hotmail, including transferring contacts. You can, however, just start up a new email and just choose to send to all of your contacts. You probably have to click on all of their names as you write your email in order to get it to send to their email addresses.
