Many of those laptops can't really be upgraded, beyond a few items. You could upgrade the operating to Windows 7, add more RAM (depending on the motherboard configuration), and change out the hard drive for a bigger one.

Many of those laptops can't really be upgraded, beyond a few items. You could upgrade the operating to Windows 7, add more RAM (depending on the motherboard configuration), and change out the hard drive for a bigger one.
You can also reinstall with the disc that came with the laptop , it will be much faster , with a
clean install , but save what you like to c/d oe dvd , i know its extreme , but it works.
youcan also go into your start up programs and eliminate all the ones you dont need at startup
they will still be there , but not loaded , using memory all the time its (misconfig) typed into run.
also try glaryutilities.com they have a free software which will also speed up your laptop .
i use it on my desktop , small program , does a lot , go for the free version first . as i have now
its really the first thing i would try , no added junk with this software .

I would upgrade to Windows 7 which is what they say Vista should have been.
Your laptop looks like it has enough RAM as Vista 32bit can only see up to 4GB of RAM. Whether you need to get a bigger hard drive will depend on the files that you save.
To see if your laptop is up to the task Microsoft has made available to the public a programme that checks to see if it is powerful enough and if there are any compatibity issues but as you can run Vista there's a very good chance it can run W7

Why do you have the need to upgrade a system with 4GB of RAM and a 250 GB hard drive in the first place? There isn't many applications [besides process intensive development or video software] that requires such high specifications.
If your computer has 64-bit hardware and a 64-bit operating system, then you could upgrade the RAM past 4GB. There aren't many options for upgrading the video card as they are usually embedded. If you really knew what you were doing and had the correct parts, you might be able to upgrade the processor as long as it would work with your motherboard. Again, if you have such high specs already, I don't really see the point in upgrading...
