They probably aren't compatible.
You might need to try and convert the file to the new format if you want to have any chance of being able to open it.

How can I open a file from one version of Microsoft Publisher with a later or an earlier version of the program
I have an invitation that was written in one version of Publisher, but when I try to open it in a later version I get the message "Can't open this file." This shouldn't be.
