How do I uninstall Norton Utilities 2008?

Clicking the Norton Utilities icon does nothing (nothing happens, Norton Utilities does not appear on screen), but when I try to uninstall it, the error message says that it is running and must be shut down to be uninstalled. How do I shut it down and uninstall it?
