As far as I can tell it is only being tried out in Iowa at the moment, however, you can always call 911 from a cell phone even if it does not have minutes.

Vermont has put a new system in place whereby it will be able to process video as well as text messages. They expect it to be fully functional by 2010, a the rate that they are going.
If you need to place a 911 call, you can do it from a cellphone without it being activated, a cellphone without a SIM card or without any credit on it (prepaid cellphones).
